About this role:
Management Sciences for Health (MSH) is seeking a Provincial Data Quality Analyst for USAID BEBAS-TB 5-year activity having the aim of reducing TB incidence and mortality by supporting the Indonesian government to address the critical gaps and challenges of the TB program. This Activity will build on the work of previous USAID activities and current projects to achieve its goal. BEBAS-TB’s support will focus on improving access and utilization to quality and patient centered comprehensive TB services.

What are the main responsibilities?
The Data Quality Analyst is responsible for providing technical assistance for private and public health facilities, districts, and province TB HMIS system in data entry, random check and analysis. The Data Quality Analyst closely works with USAID/Country Health Information System and Use (CHISU) project in the electronic HMIS system for maximum use and streamlining the TB indicators in the one national HMIS system. The Data Quality Analyst is a point of contact for project technical staff including the provincial M&E officer for data entry, analysis and providing data for the USAID and MoH reports. They will be also involved in operational research and all assessments as required.
More specifically:

In consultation with the M&E officer, will develop a database for the BEBAS-TB health facility and community activities

Train/mentor the provincial, district and health facility data officers in data collection, data entry, quality check data processing and analysis

Receive all data from health facilities, clean the data and make ready for analysis

Together with the M&E officer, as well as technical provincial teams analyze monitoring and evaluation data and track project targets and indicators as the basis for measuring performance and proposing improvements to increase TB prevention and care in all health facilities and community DOT

Together with the M&E officer will lead the provincial technical team, the government provincial, district and PHCU supervisors/mentors in implementing the standard of care mentorship, gaps identification and DQA tool in all health facilities

Conduct mentorship/supportive supervisions and quality checks to the government provincial, district, HFs data officers

Assists in the preparation of work plans/selection of indicators and annual implementation plans

In consultation with the M&E Officer, the data quality officer participates in identifying gaps and weaknesses in the existing TB HMIS system and develop solutions to address them

Train and mentor, the health systems management staff at all levels in “Data for Decision Making” and mentor them in the application of these skills on a regular basis

In consultation with the Research Advisor, support implementation research in the province and districts and ensure data quality checks are implemented during the field work
QUALIFICATIONS

Specific requirements for this role are:
Education and Experience:
Required: Bachelor’s degree in statistics
Preferred: Master’s degree in statistics
Required: At least four (4) years of experience in research and data base management
Preferred: Additional qualifications in the field of IT are considered a valuable asset
Knowledge and Skills:

Good understanding of basic monitoring and evaluation concepts, and strong data collection, analysis, and reporting skills

Understanding and familiarity of public health issues and infectious diseases in a complex environment

Specific TB knowledge is desirable

Excellent ability in using data systems like EPI-Info, SPSS, SAS, DHIS2 or other software for reporting or analysis

Basic web-based programming skills including collecting data on the web and use of web-based tools

Excellent communication skills. Fluent in English. Must have extensive experience writing reports in English

Organizational and analytical skills

Flexibility in the approach of various problems in different settings

Ability to travel up to 50% of the time within the province
